The Kearny Home Improvement Program (HIP) was created by the Mayor and Town Council to provide funds to assist properties occupied by low and moderate income households to correct existing interior and exterior health, safety and code substandard conditions of major housing systems in conformity with the standards of the New Jersey State Housing Code and the Rehabilitation Sub-code. The Kearny Home Improvement Program was created in response to N.J. Department of Community Affairs and State Council on Affordable Housing (COAH) requirements. The Town of Kearny has contracted with Community Grants, Planning & Housing LLC (CGP&H), a private consulting firm specializing in the implementation of publicly-funded housing rehabilitation programs, to manage and administer the Housing Improvement Program (HIP).
